Composition[ edit ] For most of the 20th century, the NEA represented the public school administration in small towns and rural areas. The state organizations played a major role in policy formation for the NEA. After , the NEA reoriented itself to primarily represent the teachers in those districts, rather than just the administrators. It came to resemble the rival American Federation of Teachers AFT , which was a labor union for teachers in larger cities.

A teacher (also called a school teacher or, in some contexts, an educator) is a person who helps others to acquire knowledge, competences or values. Informally the role of teacher may be taken on by anyone (e.g. when showing a colleague how to perform a specific task).

February Volume 72 Number 5 Improving Schools: Pages How We Know Collaboration Works Greg Anrig A growing body of research shows that collaboration between teachers and administrators—not confrontation—improves student outcomes. For the 12 years that Michael Bloomberg served as mayor of New York City, the Big Apple was home to the United States’ largest experiment in implementing the business model of education reform—a model based on sink-or-swim accountability overwhelmingly focused on standardized test data.

Under Chancellor Joel Klein, the numbers of public school closings and new charter schools soared, while the high school student assignment system was overhauled to be driven by choice. The local United Federation of Teachers rebelled against virtually all elements of that agenda as well as Klein’s disrespectful management style. The two sides battled relentlessly over matters big and small. By the time the last collective bargaining agreement expired in , relations between the administration and the union had fallen to such a low point that the schools operated without a contract for the remainder of Bloomberg’s tenure.

Throughout this period, New York City’s performance on the National Assessment of Educational Progress was not significantly better than that of other cities—and in some cases it was worse Nation’s Report Card, n. High school graduation rates did increase, but favorable demographic changes and the easing of requirements for receiving a diploma may have helped those improvements along Ravitch, Bloomberg’s successor, Bill de Blasio, came to office in as an ardent critic of Bloomberg’s style of reform.

Less than six months after de Blasio’s inauguration, the district administration and the teachers union reached agreement on a nine-year contract, extending retroactively back to , that was resoundingly approved by the rank and file. But evidence is mounting that the latter approach holds much greater promise for improving student outcomes. Research consistently finds that a high degree of trust between administrators and teachers is an essential ingredient in making successful schools tick.

Over the years, [our school] redefined itself. Teachers began to trust and work together to accomplish great things. As more and more teachers took leadership roles in school site council, leadership team, and the restructuring team, they came to trust “the administration.” So now I am going to be a bit preachy.

Misconduct What is educator misconduct? Misconduct occurs in various forms and ranges in severity from allegations of direct harm to students such as physical or sexual abuse to an act detrimental to the education profession such as falsifying documentation of continuing education courses or cheating on a professional exam. For the most part, misconduct by educators occurs either on the school campus or with members of the school community, but can also be something that happens outside of the school environment and does not involve students.

Who should I contact if I believe an educator has acted inappropriately? If the person of your concern is a teacher, contact your school principal or administrator so the school’s administration is aware of your issues or concerns. If the person of your concern is a school administrator, contact the local district office of human resources, charter school administration or private school administration.

Every school district, charter school and private school, has its own process for reviewing alleged employee misconduct. Often this review is conducted by the Office of Human Resources, Personnel, Office of Professional Standards, and in some school districts, the school’s police. Contact information for each Florida public school district may be found at http: In cases where you believe the conduct may be criminal, it is appropriate to contact local law enforcement.

Stationery The State Ethics Commission staff frequently receives inquiries regarding the propriety of State officials interacting in the course of their duties with family members. The majority of the inquiries concern relatives employed by the same State agency or interactions with family members employed in the private sector. However, the statute was amended, effective March 15 , to prohibit certain relatives of certain State officials from holding particular governmental positions and also to prohibit State officials from supervising, or exercising authority with regard to personnel actions over, a relative of the State official.

A State officer or employee or a special State officer or employee of a State agency in the Executive Branch shall not supervise, or exercise authority with regard to personnel actions over, a relative of the officer or employee. As used in this section, “relative” means an individual’s spouse or the individual’s or spouse’s parent, child, brother, sister, aunt, uncle, niece, nephew, grandparent, grandchild, son-in-law, daughter-in-law, stepparent, stepchild, stepbrother, stepsister, half brother or half sister, whether the relative is related to the individual or the individual’s spouse by blood, marriage or adoption.

Attorney General Opinion addresses the issue of the application of the anti-nepotism provision, N. However, arrangements must be made to prohibit the relative’s involvement in the exercise of authority, supervision, or control with regard to the incumbent holder of the affected State office or position. The casino-related provisions of the Conflicts Law also contain prohibitions that apply to a State official’s immediate family members, defined in N.

These two provisions are discussed below under “Casino-Related Prohibitions. Summarized below are sample Commission cases that address a number of common family member scenarios. It should be noted that these cases were decided prior to the March Nepotism amendment. The Appeal Tribunal reviews determinations of the Division of Employment Security that are appealed by an aggrieved or dissatisfied claimant.

The three-member Board of Review decides appeals of decisions issued by the Appeal Tribunal. The Chief did not decide cases; her job duties consisted of devising strategy and creating administrative policies for the Appeal Tribunal.

General Information The TERI Program is designed for employees who retire from the South Carolina Retirement Systems, but want to continue employment with the agency and retain the same positions they held prior to entering the program. Participation in the TERI Program is generally for a period not to exceed five years, but it is not guaranteed employment for the specified program period. Effective July 1, the program is not available to new hires.

New enrollees in the program after June 30, must end their participation within five 5 years or by June 30, , whichever is earlier. The employee must retire for purposes of the South Carolina Retirement Systems, and the employee’s normal retirement benefit is calculated on the basis of the employee’s average final compensation and service credit at the time the employee enters the TERI Program. A participant in the TERI Program retains the same status and employment rights he held upon entering the program, with the exception of grievance and reduction in force rights.

TERI employees will earn annual leave and sick leave at the rate consistent with their years of State service and are eligible for active State employee health insurance benefits and active employee group life insurance benefits. TERI employees are not, however, eligible for disability retirement benefits. An employee may apply up to 90 days of unused sick leave towards their retirement service credit.

After the employee terminates from state employment and ends participation in the TERI Program, the employee will be eligible to receive payment for up to 45 days of unused annual leave. The annual leave payout should be calculated based on the employee’s final rate of pay, including longevity, temporary salary adjustments, or any other compensation that the employee is receiving upon leaving the TERI Program.

A teacher allegedly harassed students every few years. Tuttle IV, did not respond to requests for comment. But in court documents, as in his responses over the years to school and district officials, Mason has denied wrongdoing. The student told investigators she often worried about how to avoid Mason touching her and said other students commented on how Mason treated her, according to documents.

The district later offered the student counseling and district officials said Mason would not return to Woodcreek for the school year. District investigators initially concluded that his conduct, as in past instances, did not rise to sexual harassment.

We both read a good mix of education, fiction, young adult, and nonfiction books. What better way to bring together teachers than with a Teacher Leadership Book Study? Our district did just that! Read on, for how we did it and what we learned, from the perspective of a teacher participant and an administrator facilitator. Where the idea came from Amy: Our large, urban school district has a committee of teachers, site leaders, and district leaders, who come together to discuss how we can use our Title II funds to improve teaching and learning across the district.

The exploding popularity of these sites has engendered a prurient interest in teachers’ “private” lives by both school administrators and the media. Newspapers across the country have begun trolling social networking sites for embarrassing and titillating postings by local teachers.

Administrators’ Impact on Teacher Intrinsic Motivation Christine Scudella Administrators face a catch when the intensive evaluation systems, promoted as a lever for teacher improvement, are also a wrecking ball against teacher motivation and relationships with administrators. As a doctoral student, I sought a way through this problem by plumbing the experiences of veteran teachers to find out what impact intensive evaluation had on their intrinsic motivation and which administrator behaviors can lead to positive relationships with teachers, despite evaluation mandates.

Intrinsic Motivation In Pelletier and Sharp’s analysis , teacher-perceived pressures from administrators resulted in an introjected motivation for teaching rather than an intrinsic motivation. Teacher perception of administrator behavior is key in determining teacher motivation. So which administrator behaviors are more likely to trigger introjected or intrinsic motivation? Intrinsically motivated teachers tend to perceive their administrators as “autonomy-supportive.

Teachers believed they are good at teaching. Teachers believed they are skilled as teachers. When compared to others, teachers continued to believe they were good at teaching. Over time, teachers continued to believe they were competent. Teachers who perceived their administrators to be autonomy-supportive felt they had more options and less pressure, and this had positive effects on their intrinsic motivation Scudella, These findings are matched in the research of Baard, Deci, and Ryan
